I kept fiddling with PSP and was finally able to make a photo in which the cursor shows up, as you can see. So, click on the ellipse with the Text tool, and then. the Text Entry box opens up. So, select some appropriate text to be placed on the curve and adjust the Kerning and Leading as before. Also pick an appropriate color and font size.

I remember I was able to do this in PSP 9 but that was a long time ago. I would be able to do it with my mouse. I get the box now after I apply text to Move, Rotate, resize, but no curve. I remember in the past dragging my mouse pointer to the center of the box and getting a option where I can move the text to curve it up or down.
